About Forté on Flagler

Forté on Flagler is a 25-story tower of 41 residences at 1309 South Flagler Drive in West Palm Beach. With two units per floor, it has fewer residences per floor than the neighboring towers on the corridor. Every residence is a flow-through layout with a private elevator foyer, 9- to 10-foot ceilings and more than 1,000 square feet of wraparound balcony. Standard residences are 4,420 and 4,436 square feet, and the two-story penthouse is about 9,040 square feet. WSDG, an acoustic engineering firm, designed the sound isolation between units, an unusual specification for a residential tower. Two Roads Development and Alpha Blue Ventures, led by Marius Fortelni and Scott Maslin, developed the building, with Moss as contractor. Bernardo Fort-Brescia of Arquitectonica designed the curved facades. Jean-Louis Deniot, the Paris-based designer, specified Italian stone, Italkraft cabinetry, Sub-Zero and Wolf appliances and Waterworks fixtures. The site faces the Intracoastal to the east, with sightlines to Palm Beach Island and the Atlantic. Bank OZK provided construction financing. Developer inventory is sold out, and remaining availability is owner resales.

His material selections for Forté include Italian stone, Italkraft custom cabinetry, Sub-Zero and Wolf appliances, and Waterworks faucets and fixtures. WSDG, the acoustic engineering firm, was engaged separately to design inter-unit sound isolation systems.

The tradeoff is that fewer owners participate in association governance and capital improvement votes. Forté is the smallest of the four by unit count, and its developer inventory is sold out. Standard floor plans start at 4,420 square feet, larger than the entry layouts at most neighboring projects, and adjacent units can be combined into full floors.

The building is complete, while South Flagler House is still under construction. Fort-Brescia’s curved facade and Deniot’s interiors differ from the classical RAMSA design of South Flagler House and The Bristol. Rental policies in new luxury condominiums on the South Flagler corridor vary. Common structures include minimum lease terms of six months to one year, caps on the number of leases per calendar year, and association board approval of prospective tenants. These terms are set by the condominium association and can change after developer turnover.

Forté is a reinforced-concrete tower built by Moss Construction to current Florida Building Code standards, which require impact-rated glazing, enhanced wind-load resistance, and structural redundancy for coastal high-rise construction in Palm Beach County.

Interior specifications follow the Deniot design package: stone flooring, Italkraft custom cabinetry, Sub-Zero and Wolf appliances, Waterworks fixtures, and pre-wiring for home automation. The building also incorporates WSDG-designed acoustic isolation between units, using decoupled wall and floor systems to minimize sound transmission. Ceiling heights are 9 to 10 feet on standard floors and 12 to 15 feet in the penthouse.

Florida has no state income tax. Property tax in Palm Beach County is assessed each year on market value at the combined millage rate. The homestead exemption, up to $50,000 off assessed value, is available to primary residents who file by March 1. A recent sale usually raises the assessment, because the county values the property on the transaction price. Save Our Homes then caps annual increases at 3% for homesteaded owners from the second year.

Non-homesteaded property, such as a second home or an investment unit, carries a 10% annual cap. Buyers moving to West Palm Beach should model year-one property tax at the full assessed value.
