Where a West Palm Beach Tax Dollar Goes
A West Palm Beach tax bill is twelve levies added together. Each taxing authority sets its own rate in September, and the Property Appraiser applies all of them to the same taxable value. The city takes 8.1888 mills in two lines, operating and debt. The School District takes 6.32 in two parts, one set by the state and one by the local board. The county takes 4.5330. The remaining 1.40 mills fund the Children's Services Council, the Health Care District, the water management district and the navigation district that maintains the Intracoastal.
Two lines found on most county bills are missing here. West Palm Beach runs its own library and its own fire rescue, so the county library and the county fire rescue district do not appear. Their cost sits inside the city rate instead, which is why the city's 40 percent share is the largest of any municipality in our markets. The table lists every line with its 2025 rate and what it costs on a $5M purchase.

Houses, Condominiums and the Bill
Florida resets the assessed value to the purchase price in the year after a sale, so a new owner pays on the price they paid. West Palm Beach recorded 114 closings at $3M or more in the twelve months through July 2026, and the mix matters here more than anywhere else in the county. Houses made up 88 of them, most in El Cid, the South End and the streets off South Flagler Drive, with a median price of $4.2M. Condominiums made up the other 26, on Flagler Drive and in the downtown towers, with a median of $4.8M. Both medians sit in the table beside the round numbers.
The rate is the same for a house and a unit. What differs is the rest of the bill. A house carries the city's non-ad valorem charges for solid waste and stormwater on the same bill. A condominium's building services run through the association instead, and those fees never appear on the tax bill. A buyer at $10M pays $204,468 a year at the standard rate, and a buyer at $3M pays $61,340.

The Downtown Line
The Downtown Development Authority is a special taxing district created in 1967 to fund the downtown core, and it levies its own millage on the parcels inside its boundary. In 2025 the rate was 0.9700 mills, which is $4,850 a year on a $5M unit. That brings the combined rate downtown to 21.4168 mills, or 2.14 percent of the price. The district runs from Okeechobee Boulevard north to about 7th Street, and from the railway corridor east to Flagler Drive. It stops at Okeechobee Boulevard, so the towers along South Flagler Drive below it sit outside the district. The downtown core and the North Flagler Drive towers sit inside. The notice of proposed taxes for a specific unit lists the line if it applies. That notice is the document to read before signing a contract on a downtown tower.
The line is about to change. For 2026 the DDA has proposed 2.0000 mills, more than double the 2025 rate. On a $5M unit that is $10,000 a year against $4,850, a difference of $5,150. The figure is a proposal until the September hearings adopt it, and the August notices show each owner the exact number.
West Palm Beach Against Its Neighbours
Buyers weighing the city against the Gardens or Jupiter ask this often. The county, school and district lines are identical in all three. The difference is the city line and what it covers. West Palm Beach levies 8.1888 mills and funds its own library, fire rescue and police. Palm Beach Gardens levies 5.0537 and funds its own fire rescue. Jupiter levies 2.3894 and its homes paid the county fire rescue district on top. The combined stacks for 2025 were 20.45 mills here, 17.86 in the Gardens and 18.73 in Jupiter.
On a $5M purchase the gap to the Gardens is $12,930 a year and the gap to Jupiter is $8,600. The city has proposed holding its operating rate at 8.1308 mills for 2026, above the roll-back rate of 7.6915, so bills rise with assessed values rather than with the rate. With the county and school lines proposed for 2026, the combined rate outside the downtown district would be 20.40 mills, within a rounding error of this year.
The Exemption and the Two Caps
The homestead exemption removes $50,000 of taxable value on a primary residence. At the West Palm Beach rate that is worth about $864 a year, because the second $25,000 does not apply to the school levies. On a $5M bill the exemption is a rounding error. Its real value is the Save Our Homes cap that comes with it. Once a home is homesteaded, its assessed value can rise by no more than 3 percent a year, or the inflation rate if that is lower, whatever the market does. A buyer who holds for ten years ends up taxed on far less than the home is worth. Up to $500,000 of that gap can move to the next Florida homestead.
A second home or an investment unit gets a weaker cap. The assessed value of non-homestead property can rise by no more than 10 percent a year, and the school levies are excluded from that protection. Title matters for both. A home held in a trust or a company may not qualify for homestead, and the filing deadline is March 1 of the year after closing. The Calendar and the Discount
The Property Appraiser sets values on January 1 and mails the notice of proposed taxes in August. The hearings run through September. Bills go out on November 1 and carry a discount for early payment. The discount is 4 percent in November, 3 in December, 2 in January and 1 in February. The full amount is due by March 31. On a $5M purchase the November discount is $4,089, and escrowed taxes are usually paid in November by the lender for that reason.
A buyer closing in the second half of a year pays the seller's bill at closing, prorated, and meets the reset the following year. The first full bill at the new value arrives the November after that. Bottom Line
West Palm Beach taxes a new owner at 20.45 mills, about 2.04 percent of the purchase price in the first year, and 21.42 mills inside the downtown district. On the median house at $4.2M that is $85,877 a year, and on the median condominium at $4.8M it is $98,145 outside the district. The city collects 40 percent of the bill because it runs its own library, fire rescue and police. The downtown line is proposed to double in 2026.
For a buyer budgeting a West Palm Beach purchase: Budget 2.04 percent of the price for the first year, 2.14 percent downtown. Read the notice for the specific parcel before signing. File for homestead by March 1 if the home is your primary residence.
Millage rates are the 2025 final rates for a City of West Palm Beach parcel as published by the Palm Beach County Property Appraiser. Twelve levies sum to 20.4468 mills. The county library and county fire rescue lines are excluded because the city operates its own library and fire rescue. The Downtown Development Authority levy of 0.9700 mills is shown separately because it applies only inside the district. The worked bills multiply the purchase price by the rate and assume the assessed value resets to the purchase price with no exemption. The medians are the median closing prices of 88 single-family and 26 condominium sales at $3,000,000 or more in West Palm Beach. They were recorded in BeachesMLS from August 1, 2025 through July 31, 2026 and deduplicated. Each median is rounded to the nearest $100,000. The Gardens and Jupiter comparisons use the same source and year. The 2026 proposed rates are the figures published for the August notices and were not yet adopted when this was written.
