One Formula, Every Town
Florida figures the ad valorem side of a bill with one line of arithmetic. Taxable value divided by 1,000, multiplied by the parcel's total millage rate. At ten million dollars the first step yields 10,000, which makes the mental math easy. Every mill on the parcel's stack of levies costs $10,000 a year.
Two parts make up the stack. Roughly 12.22 mills of county and school levies apply everywhere in the county, and the municipal layer on top does the separating. Town of Palm Beach adds 2.6110 mills for a total near 14.83, which comes to $148,300 a year at this price. West Palm Beach adds 8.1941 mills for a total near 20.41, or $204,100 on the same house. The Bill, Town by Town
The table prices the adopted FY 2024-25 stack at ten million dollars for every market the county guide covers. Jupiter appears twice because much of the town also pays a Fire-Rescue Municipal Services Taxing Unit, or MSTU, and the Jupiter Inlet District levy, which together add about 1.72 mills.

None of these figures include the flat charges that ride on the same statement. Solid waste, stormwater, street lighting, and fire-rescue assessments in some jurisdictions are billed per parcel rather than per dollar of value. Community Development District assessments in newer master-planned areas can run from a few thousand dollars to more than $15,000 a year, and no exemption or cap reduces them. Buyers weighing the county's club neighborhoods can browse current golf community listings and should pull the full parcel record before modeling any single property.
Homestead at Ten Million
Homestead does very little here in direct dollars. The exemption trims a bill by roughly $575 to $875 a year at luxury values, which rounds to nothing against a six-figure total.
Filing still matters, because homestead is the key that unlocks the Save Our Homes cap. Once the cap attaches, assessed value can rise no more than 3 percent a year or the change in the consumer price index (CPI), whichever is lower. In 2025 the CPI figure governed and held the cap to 2.9 percent.
On a ten million dollar assessment the cap holds the first year's increase to at most $300,000 no matter what the market does. Run our guide's illustrative model at this price, with market value growing 5 percent a year against a capped 3 percent, and the protected gap builds fast. After five years the gap reaches about $1.2M, worth about $18,700 a year at 16 mills. After ten it reaches about $2.8M, worth about $45,600.
Owners who already hold a Florida homestead can carry accumulated savings into the purchase. Portability moves up to $500,000 of the gap between the old home's market and assessed values onto the new one. On a ten million dollar purchase a full transfer drops the taxable base to $9.5 million. At Town of Palm Beach rates the transfer is worth about $7,415 a year, and at West Palm Beach rates about $10,205. The transfer runs dollar for dollar when the new home costs more than the old one, which is the usual direction at this price.
Eligibility has hard edges. The owner must hold title in an eligible form, occupy the home as a permanent residence on January 1, and file Form DR-501 by March 1. Portability rides along on Form DR-501T with the same deadline. Title held in an LLC generally forfeits the benefit, and a missed deadline costs a full year with no retroactive fix. Second homes and investment properties qualify for none of it, so a non-homestead buyer should model the full unprotected bill.
Year One, Year Two, and November
The seller's current bill tells a buyer almost nothing. A long homesteaded seller pays on a capped assessed value that can sit at a fraction of the price being negotiated. The January after the deed is recorded, the Property Appraiser resets assessed value, and in practice the new figure lands close to the purchase price. The office values the parcel independently as of January 1, so the figure can come in under the contract. Treat the contract price as the planning ceiling and confirm the parcel at pbcpao.gov once the deed records.
Cash flow follows a two-step pattern. Close after January 1 and the seller's lower assessed value governs that calendar year, with the bill prorated between the parties at closing. The reset year follows. In Jupiter that means a move from a share of the seller's old bill to roughly $164,200, and the jump is the system working as designed rather than an error.
Payment timing is worth real money at this scale. Bills go out November 1 with 4 percent off for November payment. The discount steps down a point each month until the full amount comes due on March 31. Paying the Town of Palm Beach bill in November saves about $5,932, and paying the West Palm Beach bill then saves about $8,164.

Bottom Line
A ten million dollar purchase in Palm Beach County carries a yearly ad valorem bill that runs close to half again higher in the highest-taxed town than in the lowest. The town sets the bill, homestead unlocks a cap worth far more than the exemption itself, and portability carries prior savings into the purchase. The two bills that matter are the prorated first-year figure and the reset-year figure, and the reset-year figure is the real cost of ownership.
For buyers modeling a ten million dollar purchase: Pull the parcel's full stack and price the reset year before the offer. Put the homestead and portability filings on the calendar for the first March 1 after closing. Paying in November takes 4 percent off whichever bill arrives.
